The overall objective of this Municipality of Ulaanbaatar implemented, Cities Alliance funded and UN-HABITAT executed Project is to prepare a Citywide Pro-poor “Ger-Area Upgrading Strategy and Investment Plan” (GUSIP) for Ulaanbaatar through a structured consultative process, involving public sector agencies, District (Duureg) and Sub-District (Khoroo) Councils and their (Kheseg) communities’ participation, private sector agencies, civil society organisations and non-governmental organizations, and academic and training institutions in city’s development decision-making.
Preparation of an upgrading strategy for Ger-areas, which is the home of over 50 percent of Ulaanbaatar city population, is one of the important issues for those of you who live with your families and children in Ger-areas and in constructed areas located near Ger-areas.
Ger-areas have developed without any planning, and have not been received adequate attention in the urban development plan as an integral part of Ulaanbaatar city. Today, the situation has not changed and Ger-areas are expanding rapidly; they have become a source of air, soil and water pollution for Ulaanbaatar city leading to poor quality of life for Ger-area residents as well as those living in the city’s built-up core area. The chaotic and haphazard layouts of Ger-area settlements hinder proper infrastructure development in these areas. Comfortable, environmentally sustainable and safe living conditions can not be established without cost-effective infrastructure development and adequate provision of basic urban services.
Therefore, the GUSIP Project invites your views for developing healthy, safe and comfortable living conditions – because we are all responsible for a bright and sustainable future of our city!
The GUSIP Project identifies and focuses on three types of Ger-areas, based on their location and development issues:
- Central Ger Areas are located around the city’s built-up core, where there is potentially high access to piped water supply, roads, wastewater and solid waste collection services;
- Middle Ger Areas are located around Central Ger Areas, which depend on water supply from water-kiosks; rely on ‘older’ pit-latrines; have meandering streets and difficult access, and high risks of flooding in some areas due to lack of drainage facilities and steep slopes; and
- Peri-Urban Ger Areas are located around Middle Ger Areas, that are expanding at an accelerating rate but lack any subdivision guidance or layouts; being farthest from the primary infrastructure and services, these areas are the most seriously lacking in service provision – relying on tankered water supplies, supported by simple pit-latrines; are often built on/along hazardous sites (near high-tension power lines, natural drainage channels, steep slopes, etc); and are a threat to natural resources (e.g. water aquifers).
